An individual who acquires, or brings into Canada or Québec, property or a service at their expense for personal consumption, use or enjoyment. Consumer does not include an individual who acquires, or brings into Canada or Québec, property or a service for consumption, use or supply in the course of their own commercial activities or other activities in the course of which they make exempt supplies.
