A person that holds a brewer's permit issued under the Act respecting the Société des alcools du Québec and that sold an average of more than 15 million litres of beer annually in Québec over the last three calendar years. A person can be or become a large-scale brewer in the following cases:

• They become associated with another person.
• They are the result of a corporate amalgamation.
• They continue to carry on another person's business.
