An employer that is:

• an individual or a corporation resident in Canada
• a corporation that is a foreign affiliate of a corporation resident in Canada, or 
• a partnership whose members resident in Canada hold interests (in that partnership) representing more than 10% of the fair market value of all interests in the partnership
