A plan providing for the insurance of persons which:

• is applicable under the law, regulations or a government order, to an economic sector, an industry, an activity, or a part of such a sector, industry or activity;
• is offered jointly by employers that belong to the same economic sector or industry, or that are engaged in the same activity; and
• is managed by a common administrator.
