A facility that is either:

• a congregate residential facility, or any part of such a facility, in respect of which the operator holds a valid temporary certificate of compliance or a valid certificate of compliance issued by the Minister of Health (such facilities are listed in the register of private seniors' residences); or
• a private residential and long-term care centre (CHSLD) that is not under agreement.
