Income Tax Return

Revenu Québec Giving Taxpayers Leeway With Respect to the Tax Return Deadline

Québec City, April 15, 2021 – As announced by the Ministère des Finances, Revenu Québec has confirmed that taxpayers will not be charged any penalties or interest if they file their income tax returns or make the related payment after the April 30 deadline, so long as they do so by May 31, 2021. This new measure is meant to support Quebecers affected by the COVID-19 pandemic.

While the deadline for filing the 2020 income tax return is still 11:59 p.m. on Friday, April 30, 2021, taxpayers who are unable to meet it will not be charged late-filing penalties, and no interest will accrue on unpaid balances of income tax from May 1 to 31, 2021.

Penalties may apply for returns filed after Monday, May 31, 2021. Likewise, interest will be charged as of June 1, 2021, on any balance not paid by May 31, unless the taxpayer is eligible for a one-year waiver because they received COVID-19 assistance.

This new measure will give Quebecers affected by the COVID-19 pandemic more time to meet their tax obligations.

As of April 14, 3.33 million taxpayers have filed their returns, a figure roughly equivalent to previous years.

Revenu Québec encourages taxpayers to file their returns electronically using NetFile Québec, which allows them to file online using certified software and get their refunds up to twice as fast.

By filing a return sooner, taxpayers can get the amounts they are entitled to—in 2019, 60% of individuals who filed a return got a tax refund.

Increased flexibility

Since the very beginning of the pandemic, Revenu Québec has proven itself to be flexible and understanding. A number of relief measures for individuals and businesses have been renewed for this year.

  • Interest on a balance of income tax due for 2020 will be waived for one year for individuals who received COVID-19 assistance, such as the Canada Emergency Response Benefit (CERB), Canada Emergency Student Benefit (CESB) or benefits under the Incentive Program to Retain Essential Workers (IPREW), and whose total taxable income is $75,000 or less.
  • Individuals can sign form TP-1000.TE-V electronically to authorize a tax preparer to file a return in their name.
  • The deadline for renewing applications for advance payments of the tax credit for home-support services for seniors has been extended to April 30, 2021. In the meantime, advance payments will continue to be made.

Work from home deductions

Revenu Québec has put in place a simple fixed-rate method for deducting expenses incurred to work from home in recent months because of the pandemic. In their returns, individuals can deduct $2 per day they worked from home, up to $400 for 2020. In addition to simplifying the calculation itself, this means taxpayers do not have to hunt for their receipts.

For some, the detailed method may be more appropriate. This means they will need their receipts and supporting documents and form TP-64.3-V, General Employment Conditions, from their employer.
