Changes in Effect Concerning the Attestation de Revenu Québec

Improved compliance and less red tape

New requirements for the Attestation de Revenu Québec and the licence issued by the Commission des normes, de l'équité, de la santé et de la sécurité du travail (CNESST) have applied for employment agencies and temporary foreign worker recruitment agencies since September 1, 2021.

Agencies now need a valid Attestation not only to obtain or renew a CNESST licence, but also to maintain their licence in effect. However, they no longer have to give a copy of their Attestation to their clients. Meanwhile, their clients still have to confirm with the CNESST that the agencies they do business with have a valid licence, but they no longer have any Attestation requirements of their own.

These changes help improve compliance in the sector. They also cut down on red tape and thereby reduce costs for agencies and clients that meet their obligations. This administrative streamlining encourages all agencies, including those that are currently non-compliant, to meet their obligations, which is essential to maintaining healthy competition in the sector.

The Attestation is valid until the end of the month in which it was issued and for the following three months.
