Remunerated Passenger Transportation
We are phasing in mandatory billing measures to ensure healthy competition and foster tax fairness in the remunerated passenger transportation sector. The rollout will be complete by October 31, 2021.
All taxi business operators must comply with the new measures as of November 1, 2021.

“Remunerated passenger transportation” means a service provided by a business carried on in Québec that consists of transporting passengers:
- by taxi or any other similar vehicle, at rates set by the Act respecting remunerated passenger transportation by automobile;
- by motor vehicle, for an agreed price, within and in the vicinity of the territory of a municipality if the transportation is organized or coordinated through a digital platform or an electronic system.
In fall 2020, we carried out a pilot project to ensure that our technological solution, procedures and methods worked well and that the new measures suited the operations of remunerated passenger transportation businesses.
Twenty-seven taxi business operators and seven employees participated in the project. Almost 2,700 bills were produced and sent, and some 20 inspections were carried out either in person or by phone. In all, nearly 87% of participants were satisfied with their experience and would take part in similar future pilot projects.
