Persons Subject to Mandatory Billing
If you operate a restaurant establishment, you are subject to mandatory billing measures. If you operate a restaurant, a business that provides catering services or a bar, you must comply with the measures.
You may be considered the operator of a restaurant establishment in the following situations:
- You operate a place laid out to ordinarily provide, for consideration, meals for consumption on the premises, including beverages sold alone (for example, a restaurant, bar or reception hall).
- You obtain a reunion permit (issued under the Act respecting liquor permits) authorizing the sale of alcoholic beverages during an event.
- You operate a tourist accommodation establishment, such as an inn or a bed and breakfast, and you offer restaurant or bar services.
- You operate a restaurant establishment covered by an alcohol permit and you organize an event that will take place at a location not covered by your alcohol permit.
- You operate a place where meals for consumption elsewhere than on the premises are provided for consideration, or you operate a business that offers catering services.

The mandatory billing measures also apply to any person that, in an operator's bar, at its entrance or near the establishment, ordinarily sells, under a contract entered into with the operator of the establishment or with a person related to the operator, property or services intended primarily for clients of the bar. A public service body that is a small supplier and operates a small restaurant establishment is not subject to the mandatory billing measures.
