Plan of action

The plan to fight tax evasion and the underground economy applies to all taxpayers, regardless of their income. Having a low income is no justification for tax evasion or working in the underground economy.

For Revenu Québec, tax fairness–or ensuring all Quebecers are on an equal footing–is of the utmost importance. By vigorously attacking tax evasion and the underground economy, Revenu Québec ensures that all Quebecers pay their fair share.

Background

In 1994, the Québec government announced its intention to eliminate all forms of tax evasion, as well as the underground economy.

Therefore, early in 1996, various measures were implemented to counter this phenomenon. A special plan by Revenu Québec to fight tax evasion and the underground economy was announced in the Budget Speech of May 1996. The government has since reiterated its determination to combat tax evasion.
